Maintaining Medi-Cal Coverage for California’s Most Vulnerable: Unwinding of the PHE

Over the past few years, the COVID-19 Public Health Emergency (PHE) Declaration has provided flexibilities to support the delivery of health services and to maintain continuous enrollment for Medi-Cal members. The unwinding of the PHE in the coming months will cause many changes to Medi-Cal coverage as eligibility operations resume. ITUP brought together state leaders from the Department of Health Care Services (DHCS), the County Welfare Directors Association (CWDA), the California Hospital Association (CHA), and Western Center on Law and Poverty (WCLP) to discuss the state’s plans and expectations for the unwinding of the PHE.

In a second panel, ITUP convened representatives from a local health plan, county agency, and community-based organization to discuss how the end of the PHE will affect the communities they serve. These entities elaborated on how they are preparing for redetermination and best practices for outreach to inform Medi-Cal members of the upcoming changes.
