Congress allowed the CHIP to expire on September 30, 2017, putting in jeopardy coverage for approximately 1.3 million children and pregnant women in California. CHIP is a health coverage program for low- and moderate-income children and pregnant women jointly funded by states and the federal government.

By not acting before October 1, Congress allowed two critical health care safety net programs to expire. The Children’s Health Insurance Program provides health coverage for low- and moderate-income children and pregnant women. The federal 330 Health Center Grant Program provides annual grants to community health centers for health care services provided to uninsured and underserved populations.

Under the latest Republican ACA “repeal and replace” bill, 6.7 million Californians could lose coverage and California could lose in one year an amount in federal funding equivalent to more than one-third of all General Fund spending in California’s budget, $57.5 billion, according to the U.C.
