Medi-Cal in Rapid Transition

California is in the process of substantially transforming the Medi-Cal program. This overhaul necessitated by several factors, including implementation of the state’s §1115 waiver, implementation of the Affordable Care Act (ACA), persistent budgetary difficulties,2 and other opportunities to improve the
effectiveness and efficiency of care through the rapid expansion of managed care. This piece outlines many of the specific changes that are occurring or will occur in the near future, and it highlights some of the unanswered questions and additional issues that need attention as the State moves forward with these reforms.
