The Department of Health and Human Services (HHS) recently proposed new rules to implement the Navigator and consumer assistance programs for the new health insurance Exchanges established by the Affordable Care Act (ACA). The proposed rules outline conflict-of-interest, training and certification, and meaningful access standards for Navigators and non-Navigator assistance personnel for Exchanges.
