November Enrollment Boom

At the November Board Meeting yesterday, Covered California released updated application and enrollment figures. As of November 19, over 360,000 applications have been completed and nearly 80,000 Californians have selected a plan. These figures are significant improvements from October and show promise for the remaining open enrollment period.

As of November 3, an average 10,000 applications have been submitted per day, compared to just over half that rate per day in October. In October, relatively few, about 34,000, people selected a plan, while in just the first two weeks of November more than 36,000 made their selections.

About 220,000 individuals have qualified for Covered California coverage, with about half of applicants eligible for subsidies.

Approximately 140,000 individuals have been deemed eligible for Medi-Cal. All of these individuals will be enrolled in Medi-Cal; even if they fail to select a plan, one will be assigned to them. On top of this number, 624,000 members of the Low Income Health Program will be automatically transitioned to Medi-Cal in January. With these two groups combined, 764,000 people will join Medi-Cal in January.

Additional application and enrollment data by age and region was also released, although only through October 31. The largest groups enrolled are ages 45-64, while fewer children have signed up. Young invincibles ages 18-34 have enrolled at rates slightly higher than their distribution in the population of the state. Applications by rating region have generally been distributed proportionate to the overall population, while areas in Southern California like Los Angeles, the Inland Empire, and Orange County fell behind targets.

Over 85% of enrollees are English speaking, only 3.2% speak Spanish and 3.9% speak Asian and Pacific Islander languages. This is an area of concern because nearly 29% of the population of California speaks Spanish, while nearly 10% speak Asian and Pacific Islander languages. Covered California expects enrollment of non-English speaking populations to drastically increase in the coming months as in-person enrollment increases. It was noted at the Board meeting that many of the certified enrollment counselors and agents speak Spanish.

The vast majority (over 96%) of enrollments have been in plans offered by large issuers. Anthem Blue Cross took 28.1% of enrolled individuals, while Kaiser Permanente took 26.8%, Blue Shield took 25.6%, and Health Net enrolled 15.7%.
