Key Health Reform Legislation Before Appropriations Committee

On Monday, the Senate Appropriations Committee considered legislation and heard testimony on several bills that will implement ACA reforms.  These include:

  • AB 1461 (Monning) on reforming the individual market: prevents insurers from discriminating against pre-existing conditions, and limits premiums based on age, 3:1
  • AB 1636 (Monning) on wellness incentives: creates process to review/evaluate effectiveness of wellness incentives programs
  • AB 1800 (Ma) on out-of-pocket costs: limits out-of-pocket costs

Several other bills are currently on the Senate and Assembly Suspense Files:

  • AB43 (Monning) and SB677 (Hernandez) on Medi-Cal eligibility: changes Medi-Cal eligibility rules to reflect the ACA’s Medicaid expansion provisions
  • AB1453 (Monning) and SB951 (Hernandez) on Essential Health Benefits: requires health plans to cover set of minimum benefits equivalent to the Kaiser Small Group HMO
  • SB961 (Hernandez) on reforming the individual market: prevents insurers from discriminating against pre-existing conditions, and limits premiums based on age, 3:1
