Fourth Member of Exchange Board Announced

Earlier today, Assembly Speaker John Pérez announced his appointment to the board of the California Health Benefit Exchange: Paul Fearer.
Mr. Fearer is Senior Executive Vice President and Director of Human Resources at Union Bank and the Board Chair of the Pacific Business Group on Health (PBGH). As the former chair of PacAdvantage, the small-group exchange that operated in California from 1992 to 2006, he is also a respected expert on health benefit purchasing.
Mr. Fearer joins California HHS Secretary Diana Dooley, former CA HHS Secretary Kim Belshé, and former Schwarzenegger chief-of-staff Susan Kennedy on the Board. The fifth and final board member is to be selected by the California Senate Rules Committee, but there is no indication yet when that appointment will be announced.
According to SB 900 and AB 1602, last year’s legislation that established the California Health Benefit Exchange, members of the Exchange Board must be California residents who have demonstrated and acknowledged expertise in at least two of the following areas:
- individual coverage,
- small group coverage,
- health benefits plan administration,
- health care finance,
- administering a public or private health care delivery system, and
- purchasing health plan coverage.
Board members are unpaid and there is no state general fund support to run the Exchange; its establishment and operation will be funded by federal money and fees on plans that offer coverage in the Exchange.
