PCIP Open for Business!

California’s new high risk pool, the Pre-existing Condition Insurance Plan (PCIP), is open for business. Less four months after the Legislature passed and Governor Schwarzkopf signed SB 227 (Alquist) and AB 1887 (Villines), legislation that established the new program, PCIP is now accepting applications for and supplying individuals with health care coverage.
Coverage under the PCIP is available to Californians who have been without health coverage for at least six months and have been declined coverage from a carrier due to their pre-existing condition or have been offered coverage at a rate higher than the preferred provider premium rate of the state’s other high risk pool, the Major Risk Medical Insurance Program.
PCIP, the first major health reform program, is fully federally funded. It is designed to offer a coverage option for this population until 2014, at which point insurers will be prohibited from denying coverage or charging higher rates to anyone with a pre-existing condition.
