Different Visions for a Health Benefit Exchange

The State Health Data Access Center (SHDAC) recently published an issue brief presenting key implementation and data considerations for states as they contemplate the creation and role of health insurance exchanges.
In general, under the Patient Protection and Affordable Care Act, exchanges are envisioned as government-regulated insurance marketplaces designed to increase access to and facilitate purchase of affordable health insurance for certain populations, including individuals and small businesses.
SHDAC’s brief profiles four state exchanges launched under state health reform:
• Massachusetts Health Connector;
• Connecticut Business a Industry Association Health Connections;
• Utah Health Exchange; and
• Washington Health Insurance Partnership.
As California embarks on implementation of our own exchange, the first state to do so under federal reform, it is helpful to know what other states are doing and envisioning for their own. Enjoy!
