Applications are now available for Pre-Existing Condition Insurance Plan (PCIP), California’s new state-run/federally-funded insurance program for people with pre-existing conditions who have been denied individual or private coverage.
Applications will be processed quickly on a first-come-first-served basis, and coverage will begin by the end of the month.

The program is temporary, designed as a bridge until 2014 when insurers will be banned from discriminating against people with pre-existing conditions. California will receive $761 million in federal funding over the next 3.5 years for the program.
To qualify, applicants must be a U.S. citizen or legal resident and been denied insurance for at least six months because of a pre-existing condition. Eligibility is not based on income.
The plan sets annual deductibles at $1,500 for medical care and $500 for brand name prescription drugs, with total out-of-pocket expenses limited to $2,500. There are no annual benefit caps.
MRMIB has already received more than 5,500 requests for applications, and forms are being mailed to those people. There is likely room in the budget to accommodate approx. 25,000 individuals in the program.
